The practical point is uncomfortable but useful. Scheduling should not be measured only by whether the calendar is full. It should be measured by whether care was delivered on time, by the right caregiver, with the right instructions, and whether the agency saw problems before the family had to call.

The exact numbers will vary. The pattern will not. A schedule with the wrong geography can look full and still produce weak margin. That is why zone-based scheduling is not a small improvement. It is a margin strategy.

Many owners try to schedule the whole city as one territory. That is understandable when the agency is small. It becomes costly as the agency grows.
